Did you know? Seniors Card holders can defer their council rates

The State Government’s expansion of the Seniors Card scheme came into effect on 1 July, removing the work hours limit for eligibility.

At a time when cost-of-living pressures continue to affect household budgets, many older South Australians are looking for practical ways to manage their expenses. While many people are familiar with some of the key Seniors Card benefits, particularly 24/7 travel on Adelaide Metro public transport, some of the scheme's benefits are less well known. Through our conversations with older South Australians in the community, COTA SA has found that many are unaware that eligible Seniors Card holders may defer a portion of their council rates. We have also heard from South Australians in regional areas that they feel they miss out on benefits. However, the ability to defer council rates is a benefit that is available to eligible Seniors Card holders across South Australia.

It is important to note that this is not a discount or reduction in rates. Rather, it can provide eligible homeowners with some support to better manage their cash flow. Council rates are one of the biggest bills for any household, and for older South Australians on low or fixed incomes, this can represent a significant annual expense, particularly as property values increase. A rates postponement may allow funds to be directed towards day-to-day living costs, healthcare expenses, home maintenance or other priorities.

What is the postponement of rates scheme?

Under the Local Government Act 1999, eligible South Australian Seniors Card holders can apply to postpone payment of a portion of their council rates on a long-term basis.

The deferred amount is subject to a low monthly interest charge, with the accumulated debt becoming payable when the property is sold or otherwise disposed of. However, ratepayers can choose to repay some or all of the deferred amount earlier if they wish.

While the legislative framework applies across South Australia, individual councils may have their own application processes, forms and administrative requirements.

For that reason, Seniors Card holders interested in exploring this option should contact their local council directly to discuss their eligibility and understand how the scheme operates in their area.

The expansion of the Seniors Card scheme is a change that COTA SA has advocated strongly for. By removing the work cap, more older South Australians can now access the valuable discounts, concessions and benefits available through the Seniors Card program. It is estimated that up to 80,000 additional South Australians will now be eligible.
